There is an icon in Teamspeak that lights up when your voice transmission is active, and I can visibly see the delay. It isn't cutting off the beginning or end of a sentence when I speak, but my transmission doesn't actually begin until about a second after I begin speaking.

Teamspeak seems to have a ~1 second delay. I currently have everything set as Yeti Input > Audition > Output to Line 1 > Line 1 Input to Teamspeak. I haven't tested this out on Google Hangouts yet, but I'm on Teamspeak right now. However, I'm not using it for Twitch, I'm using it for Google Hangouts/Youtube Live, and for Teamspeak. The enhanced audio through Audition sounds fantastic. I just picked up a Blue Yeti Pro, and from watching a tutorial on twitch streaming decided to get the Virtual Audio Cable, and wired the mic into Adobe Audition.
